Streetsboro Mayor Glenn Broska is proposing a new multi-million dollar city complex that would include a new city hall, medical offices, a new fire station and a recreation center.
The complex would be located on about 15 acres at the corner of S.R. 43 and S.R. 14 on city hall's current site.
"When we presented the rec center, you folks asked us where it was going to be, what it was going to have," Broska told City Council. "Now you have in front of you a very possible site plan for the property. It covers the major components of the recreation center."
Broska said parts of the plan are dependent on a parks levy being approved by voters this fall.
City Council is considering whether to send a 5-mill property tax levy to the Nov. 7 ballot this fall. If approved, it would raise $1.8 million a year and pay for the construction and operation of the recreation center and parks and recreation department, as well as improvements throughout the city's park system, according to city officials.
If approved, the continuing levy would cost the owner of a $100,000 home an additional $175 per year in property taxes.
"The big thing is, is that this all is contingent on the levy passing in November," Broska said. "If by chance the levy does not pass in November, we will have to go back to the drawing board to figure something out. The city hall and fire station will somehow eventually be built."
The city is partnering with, Welty Building Co. in Akron. The firm is planning to build a city hall building with a footprint of about 10,000 square feet. Broska said Welty is working to find medical businesses to fill two or three floors above the city hall space.
Features of the proposed recreation center could include a 53,000-square-foot indoor soccer field, two basketball courts, an indoor six-lane lap pool, a recreational pool, a children's play area, group exercise rooms, fitness machines, weights, cardio machines and a senior center, according to preliminary plans.
Paying for new amenities
According to Broska, Welty would pay for construction of the new city hall space.
Don Taylor of Welty said the company and city are still working out how the city would pay for its portion of the three- to four-story building.
He said the cost for construction of the city hall portion of the building would be about $16 per square foot.
The recreation center would cost an estimated $14.9 million, and the fire station would cost $4.6 million.
If the levy is approved by voters in November, Broska said revenue from it will pay down the recreation center portion of the project.
To fund the fire station's construction, he said the city could issue bonds, paying for them with the $268,000 per year the city now uses to pay down the police station, which will be paid off in 2020.
Paying for the lease or purchase of city hall space can be done using income tax revenue generated by the medical offices in the same building, which Rob Peters, the city's director of economic development, said could amount $50,000 to $60,000 annually.
With the levy supporting the parks department, the city will be able to use a portion of the $400,000 per year it usually uses to operate the department to pay for city hall, Broska said.
